City Holds General Election March 9 Video Helps Raise Awareness
On March 9, 2010, the City of Boynton Beach will hold a General Election for the purpose of filling the offices of Mayor (At-Large) and Commissioner from Districts I and III. The purpose of this video is to raise public awareness about the election and to reinforce that every vote counts. Commission Recognizes City Clerk for Earning MMC Designation Program Prepares Participants To Perform Complex Duties

Janet M. Prainito, Boynton Beach City Clerk, was recognized by the City Commission at its Feb. 2 meeting for earning the designation Master Municipal Clerk from the International Institute of Municipal Clerks. The MMC program prepares participants to meet the challenges of the complex role of the Municipal Clerk by providing an advanced continuing education program that prepares participants to perform more complex municipal duties. The program has an extensive and advanced educational component and professional and social contribution components. MMC applicants must demonstrate that they have actively pursued educational and professional activities and have remained informed of current socio-political, cultural, and economic issues that affect local governments and municipalities.
Ms. Prainito joined the City Clerk staff as Recording Secretary in 1991 and was named Deputy City Clerk in 1997. In 2001, she was appointed to the position of City Clerk. She oversees a service department that is the oldest office of municipal government and is responsible for keeping a public record of all proceedings of the City Commission, including the certification of all ordinances and resolutions. The City Clerk is the official custodian of the City Seal and any other papers, documents or records pertaining to the City. The City Clerk’s Office is also responsible for the administration of all city elections.

City Foreclosure Legislation Proving Effective Ordinance Meant To Curtail Blight
Deutsche Bank is the latest lender to be cited under a City ordinance adopted last Fall that holds lenders responsible for the maintenance of vacant properties in default of their mortgages. The property, which was the subject of several neighborhood complaints, is located at 1800 N.E. 2nd Ln. The Code Compliance Board ruled on Jan. 20, 2010, that Deutsche Bank has until Feb. 4, 2010, to register the foreclosed vacant property, mow overgrown yard areas, trim overgrown vegetation and secure all doors and windows to prevent unauthorized entry and vandalism, or face fines of $250 per day until compliance.
The legislation, which was the first of its kind in Palm Beach County, holds mortgage holders responsible to register with the City any vacant and abandoned properties in default of their mortgages. Included in the legislation is the requirement to perform routine maintenance, which includes items such as mowing, debris removal, securing property and other maintenance related issues. These responsibilities continue with the mortgage company until the property is conveyed to a new owner. The ordinance enables the City to better identify and track vacant and foreclosed properties in times of vanishing resources while expediting the time frame by which compliance is obtained, not to mention the collection of registration fees that provide a small revenue stream.

City Holds City Services Institute Provides Overview of Government in Entertaining Manner
Participants are now being enrolled for the Winter semester of the Boynton Beach City Services Institute, which will be held Mondays Jan. 25-March 22, 2010, 6:30 P.M. (except Feb 15, Presidents’ Day), at various City facilities. This eight-week course was developed to acquaint residents and business owners with the structure of City government and to provide them with information and tours of City facilities in an entertaining and informative manner that will enable them to become more fully involved in the community.
CSI is an ideal way for citizens to open the doors of City government and discover a wealth of information that will make them real authorities and resources for their neighbors, organizations and clubs. By the end of the course, which includes a graduation ceremony and dinner at the City’s The Links at Boynton Beach golf course, participants will have a better understanding of how the City operates. They will have established relationships with department directors and their staffs that will enable them to more easily conduct their business with the City.

Floodplain Management Activities Result in Additional Flood Insurance Discount City Residents Will Save 15% on Policies
According to the National Flood Insurance Program, the average flood insurance policy costs $540 a year. Through active community floodplain management activities, the City of Boynton Beach has previously been able to drive down the cost of flood insurance for residents by 10 percent under the program’s Community Rating System. Now, residents will save an additional 5 percent for a total of 15 percent following a five-year cycle visit by NFIP’s rating agency.
CRS is a voluntary incentive program that recognizes and encourages community floodplain management activities that exceed the minimum NFIP requirements. As a result, flood insurance premium rates are discounted to reflect the reduced flood risk resulting from community actions meeting the three goals of the CRS: Reduce flood losses; facilitate accurate insurance rating; and promote the awareness of flood insurance. For CRS participating communities, flood insurance premium rates are discounted in increments of 5 percent.
Boynton Beach is one of nearly 900 communities receiving flood insurance premium discounts. While premium discounts are one of the benefits of participation in CRS, it is more important that communities are carrying out activities that save lives and reduce property damage. Over 66 percent of the NFIP’s policy base is located in these communities.

City Announces Holiday Pickup Schedule Changes Affect Bulk Trash, Vegetation, Recycling
In Some Communities
The Solid Waste Division’s Residential Pickup Schedule will change for the Christmas and New Years holidays as follows:
Thursday, Dec. 24 – No change. Regular Thursday pickup.
Friday, Dec. 25 – No collection. No makeup day.
Friday, Jan. 1 – No collection. No make up day.
The no make up days are due to the City’s six day residential collection schedule.
While residential garbage will not be picked up on either Friday, Dec. 25, or Friday, Jan. 1, there will be normal Tuesday service between Christmas and New Years. Bulk trash, vegetation, and recycling will not be collected for two weeks in the following communities: Hunter’s Run, Banyan Creek, Quail Run, Lakes of Tara, Gulf View Harbor, Palm Beach Leisureville and Silver Lakes. Bulk trash pickup in these areas will resume on Friday, Jan. 8.
Recycling containers for co-mingled and paper are available for residents in the Public Works complex parking lot at 222 NE 9th Ave. For more information, please call the Public Works Dept. at 742-6200, Monday-Thursday, 6:30 A.M.-5:30 P.M. Computerworld Names City IT Director to Premier 100 Boynton Beach Is One of Two Florida Cities
To Receive Recognition

City of Boynton Beach Information Technology Director Phyllis Koch has been named a 2010 Premier 100 IT Leader by Computerworld Magazine. She was among the 100 award leaders from around the country selected from both the technology and business sides of companies and organizations for their exceptional technology leadership, innovative ideas to business challenges and effectively managed IT strategies.
Under her leadership, the City’s IT department has focused on innovative ways to serve the community and at the same time decrease operating and capital costs and become more “green.” By developing mutually beneficial partnerships with Palm Beach County’s IT department and the School District of Palm Beach County, the City was able to lower its Internet connectivity costs, donate end-of-life personal computers to school refurbishment programs and channel refurbished computers to area not-for-profit organizations. The City is also participating with Palm Beach County in a federal funding request to provide broadband access to underserved neighborhoods.
Previous to coming to Boynton Beach, Koch worked with Broward and Palm Beach counties and the City of Miami Beach. She also has experience in the private sector.
The Premier 100 was first created in 2000 to spotlight individuals who have had a positive impact on their organization through technology. Boynton Beach is one of only two cities in Florida to receive the Premier 100 recognition. The other is Altamonte Springs.
